TAP Team Bios

Allison Spratlin

My name is Allison Spratlin and I've been a member of the TAP team since the beginning of the program in 2015. I am currently the DOJ TAP Program Manager and work in partnership with Chris Chaney from the Office of Tribal Justice to administer the program.

Prior to joining TAP, I had over 20 years of experience working for both the U.S. Department of Justice and Federal Bureau of Investigation (FBI), Criminal Justice Information Services (CJIS), in conducting audits of agencies with access to FBI CJIS systems and handling complex policy issues regarding access to national crime information databases.

Christopher B. Chaney

My name is Chris Chaney and I have been a member of the TAP Team since June 2019. I work as Principal Deputy Director with the Office of Tribal Justice. In this role, I focus on Tribal information sharing and law enforcement issues and support TAP team training.

Immediately prior to joining TAP, I worked in the FBI Office of the General Counsel, Criminal Justice Information Law Unit located at the FBI CJIS facility in West Virginia. I have also served as Deputy Director for the Bureau of Indian Affair's Office of Justice Services, Associate Solicitor for Indian Affairs in the Department of the Interior, Assistant United States Attorney in Utah, and Prosecuting Attorney for the Jicarilla Apache Tribe in New Mexico and the Southern Ute Tribe in Colorado. I am a member of the Seneca-Cayuga Nation. I specialize in legal issues pertaining to Indian country law enforcement and information sharing.

Jose H. Primera

My name is Jose Primera. I am the Lead Federal Training Coordinator with the U.S. Department of Justice assigned to the Tribal Access Program and Subject Matter Expert for NCIC, Nlets and III.

My training and law enforcement career includes 24 years of active law enforcement service with county and state agencies. This includes more than 36 years working with Local, State, Federal and Tribal Law Enforcement agencies throughout the country. I currently hold an active Retired Police Officer’s Commission in Texas.

Chanda Vaughan

My name is Chanda Vaughan and I have been a member of the TAP team since March 2022 but have been working closely with them within DOJ LESIS since 2020.  I am currently the TAP Project Manager.

Prior to joining the TAP team, I worked on the DOJ LESIS finance team handling all TAP reimbursable agreements and finances.  I have 15+ years as an auditor and internal control manager for Department of Defense and Inspector General. 

Anna Lowen

My name is Anna Lowen and I have been a member of the TAP Team for approximately 3 years. I am currently the Project Coordinator for the TAP Team, focusing on navigating the day-to-day program elements and coordinating efforts to keep the program moving forward.

Prior to joining TAP, I worked with FBI, Homeland Security, NASA, and Department of State managing various program efforts. I have over 18 years of experience in working with law enforcement agencies and providing solutions to complex issues within projects.

Bradley S. Colquitt

My name is Brad Colquitt and I've been a member of the TAP team since the beginning of the program in 2015. As Lead Business Relationship Manager (BRM), I am responsible for oversight of the TAP BRMs and Trainers, as well as onboarding and vetting, deployment & training, and post deployment support of over 100 TAP Tribes.

Prior to joining TAP, I worked on the DOJ's Joint Automated Booking System (JABS) and the Civil Applicant System (CAS) programs. Over the past 35 years, I have worked in Federal IT projects for numerous federal government agencies in the areas of Information Technology consulting, planning, implementation, and training.

Josh Franken

My name is Josh Franken and I've been a member of the TAP team since January of 2019. I am a Lead Business Relationship Manager and work with Tribes during the deployment phase, assist with ongoing training needs, and collaborate with Tribes after deployment to ensure success.

Prior to joining TAP, I served the Confederated Tribes of the Umatilla Indian Reservation, in various capacities including Tribal Police Officer, Tribal Police Detective specializing in acts of family violence, Housing Department Resident Services Manager, and Interim Director. I also worked as a trainer for several years supporting Tribes across the nation in delivering a shared vision under community policing projects. I worked as a trainer for the Tribal Public Safety Innovations project and was a key member of the National Indian Youth Academy. I have specialized experience in Tribal housing, Tribal social services, Tribal police, corrections, program management and training.

James L. Barrett

My name is Jim Barrett. I've been a member of the TAP team since November 2017. I am a TAP trainer, and have over 32 years of Federal law enforcement experience as a special agent and manager.

Prior to joining the TAP team, I worked for the Department of Homeland Security, Immigration and Customs Enforcement, Homeland Security Investigations Law Enforcement Information Sharing Initiative. I served as a Special Agent and Program Manager and worked extensively with Tribal law enforcement agencies in providing access to criminal justice information. I was also a core member and facilitator in the Tribal Law Enforcement Consortium of Arizona, a partnership of Tribal law enforcement agencies designed to exchange criminal justice information among its member agencies.

Arthur (Art) Felder

My name is Arthur Felder, and I recently joined the TAP team in February 2024. I am the TAP Trainer responsible for development of new training materials such as job aids and one-pagers, as well as expanding the library of training videos that TAP makes available to participating Tribes. I am a member of the Gila River Indian Community of Sacaton, Arizona, and a USAF veteran, where I served as a technical training instructor and curriculum developer. I have over 23 years of combined tribal leadership and education technology experience.

Prior to joining TAP, I worked as the Tribal outreach coordinator for the Arizona Governor’s Office of Highway Safety and as a freelance media content developer consultant. In Tribal governance, I have held various positions, including Tribal community manager for public safety and operations, Tribal treasurer, key financial advisor to the Tribal council, and Tribal gaming commissioner overseeing regulatory compliance and training. I specialize in interactive programming, simulations, media content development, and navigating the complexities of Tribal governance and technology.

Kirk Flerchinger

My name is Kirk Flerchinger and I have been with DOJ TAP since November 2023. My current position is a Business Relationship Manager. I am happy to serve Tribes and their participating agencies during the pre-deployment, deployment, and post-deployment phases of receiving their TAP Kiosk.

Before joining TAP, I served in law enforcement for almost 32 years with 22 years spent working with the Confederated Tribes of Umatilla Reservation Tribal Police Department. I have served in roles ranging from Corrections Lieutenant and Patrol Sergeant with the last twelve serving as Sex Offender Compliance Investigator with the Tribe. Although I am new to the TAP Team, I am not new to TAP. The Confederated Tribes of Umatilla was one of the original TAP Pilot Tribes in 2016 and was one of the first Tribes to receive the TAP kiosk where I provided all fingerprint support to Tribal Criminal and Civil courts, Housing, Human Resources and Social Services. As the Sex Offender Compliance officer, prior to the emergence of TAP, I worked as a SORNA Subject Matter Expert for the SMART Office helping other Tribes implement sex offender registry programs. I am very excited to work with all the Tribes the TAP team serves.

Charles Jacobson

My name is Charles Jacobson. I have been a member of the TAP team since November 2023. I am a Business Relationship Manager. I work with Tribes during the deployment phase, assisting with ongoing training and collaborate with Tribes after deployment to ensure their success.

Prior to joining TAP, I served as a 911 Dispatcher, Special Law Enforcement Officer, and Volunteer Firefighter. My career in public safety has afford me extensive experience with systems such as the National Crime Information Center (NCIC), Criminal Justice Information Services (CJIS), Interstate Identification Index (III), and the National Law Enforcement Telecommunications System (Nlets), along with other state and federal databases. My past responsibilities included conducting background checks for firearm permits and checking individuals for outstanding warrants. Throughout my career, I effectively utilized these crime databases to apprehend fugitives, locate missing persons, and recover stolen property.

Rick Jenkins

My name is Rick Jenkins and I have been with DOJ TAP since October 2021. My current position is a Business Relationship Manager. I work directly with various Tribes and their participating agencies during the pre-deployment, deployment and post-deployment phases of Tribes receiving their TAP Kiosk.

Prior to joining DOJ TAP, I served in the U.S. Air Force and the Alaska Air National Guard as an Intelligence Analyst. During my time in the National Guard, I was a member of the Counterdrug Support Program and was assigned to several law enforcement agencies including FBI Anchorage for 4 years and the Anchorage Police Department for 5 years. My role for these agencies was as an analyst for narcotics and gang investigations. I became a subject matter expert for local area gangs and advised and developed APD's Gang Policy and criteria for identifying gangs and gang members. After a 20-year career in the military I retired. I then became a contractor for a company and was assigned to the United States Postal Inspection Service as an asset forfeiture specialist for the next 7 years. I supported Postal Inspectors with their cases by processing, tracking and managing seized assets such as U.S. Currency and properties.

Lance Jordan

My name is Lance Jordan and I've been a member of the TAP team since February 2019. I am a Business Relationship Manager and provide expertise and special support in the key areas of record validations, JWIN, and IT support.

Prior to joining TAP, I was in the military for 30 years. I finished my military career as the Alaska Air National Guard State Command Chief, with over 2500 flight hours, over 130 combat missions, and attributed with the save of 23 lives. As Command Chief, I provided leadership to an organization of over 2300 men and women performing missions all over the world. I have 14 years' experience in the Alaska Counter Drug Support Program, providing Intelligence support to law enforcement agencies throughout Alaska, consisting of background checks, case support, video enhancement, mobile (air and ground) and static surveillance, database development, deployment, and operations.

Lucy Paul

My name is Lucy Paul and I have been a member of the TAP team since February 2022. I am a Business Relationship Manager and work with Tribes during the deployment phase, assist with ongoing training needs, and collaborate with Tribes after deployment to ensure success.

Prior to joining TAP, I worked as a Tribal Dispatcher, Dispatch Supervisor, and Office Manager. My career in law enforcement has allowed me to work extensively with the National Crime information Center (NCIC), the Interstate Identification Index (III) and International Public Safety Network (Nlets), the Oklahoma Law Enforcement Telecommunication System (OLETS) and other Federal and State systems. The Tribal community I served became part of the Tribal Access Program in 2020, and I served as the Tribal Point of Contact and Terminal Agency Coordinator.

Thomas Poss

My name is Thomas Poss and I have been with DOJ TAP since November 2023. My current position is a Business Relationship Manager. I work with various Tribes and their participating agencies during the pre-deployment, deployment, and post-deployment phases of receiving their TAP Kiosk.

Prior to TAP, I served in the United States Army for approximately 10 years in various positions and locations, from enlisted to officer roles and from stateside to overseas. I then became a Sheriff’s Deputy for 7 years in Orlando, Florida, in various roles from patrol to street crimes, and finally Community Oriented Policing, where I worked with multiple types of local and federal criminal justice databases. My entire career has been about serving my country, my community, and others. Through my gained experience in the military and law enforcement I now look forward to assisting and serving the tribes of the Tribal Access Program.

Brian Romer

My name is Brian Romer and I joined the TAP team in August of 2019. I am the Business Relationship Manager for the Bureau of Indian Affairs TAP Kiosk Project. I am also responsible for onboarding and vetting Tribes in the pre-deployment phase, and for providing training during deployment and post-deployment.

Prior to joining the TAP team, I worked as a Tribal police officer, detective, sergeant and lieutenant. As a sergeant, I worked closely with Tribal leaders to establish a family advocacy center within the community. The Tribal community I served was part of the TAP pilot program in 2016, and I served as the Tribal point of contact.

Ashley Sadowski

My name is Ashley Sadowski and I joined the TAP team in March 2022. As a Business Relationship Manager/Trainer, I assist in providing Tribes access to national crime information systems.

Prior to joining TAP, I had 15 years of court experience in various capacities. I worked as a Paralegal for the Maryland Office of the Attorney General. I assisted in civil litigation and providing legal advice to the Department of Public Safety and Correctional Services including Division of Corrections, CJIS, Sex Offender Registry, and Police and Correctional Training Commissions. I served as a District Court Commissioner for the District Court of Maryland, Baltimore City. I was responsible for issuing Criminal Summons and Arrest Warrants based upon the finding of probable cause in the Application for Statement of Charges and determined pre-trial release for those arrested persons. I also considered civil petitions for interim Peace Orders and interim Protective Orders. My professional experience also includes Office of the State's Attorney for Baltimore City and, both, the Criminal and Civil Office of the Circuit Court.
