Colombia: ICITAP Mentors Investigators and Helps Develop Image of Homicide Investigations

From January 22 to 24, in Bogotá, ICITAP with the support and funding from the U.S Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL), and with the participation of nine investigators from the Attorney General’s Office (AGO) and the Colombian National Police (CNP) through a mentoring session, assisted participants to develop the image of homicide crimes. Instructors relayed to participants that It was possible to obtain this image after a process of construction through the narrative and experience in the objectives of homicide investigations, to explain and question the findings of criminal phenomena as a contribution to the Strategic Planning of Criminal Investigations (PEIC).  Analysts and experts described situations and behaviors, analyzing the criminal phenomenon not only from the crime, but from the point of view of the criminal. The investigators also acquired knowledge and developed skills to recognize facts with legal relevance, a performance problem that affects the search for evidence and pertinent information to solve homicide investigations.
